Community Consultation

A consultative approach

We have an obligation to build necessary additional capacity into our network and refurbish, or replace, aging and inefficient parts of the network to maintain a coordinated and economic system for electrical transmission and distribution.  We also have a legal requirement to offer customers connections on to the electrical network for developments such as windfarms.

We do however attach great importance on the effect our works may have on the environment and aim to contain and reduce the impact of our activities.

From the very early development of our works we engage in environmental and technical consultations with a wide variety of stakeholders such as landowners, occupiers, Local Authorities, SEPA/Environment Agency, SNH/Natural England/CCW, Historic Scotland/English Heritage/Cadw and other organisations. We listen to the views of all interested parties prior to seeking formal consent. Indeed once consent has been granted we continue our liaison keeping affected parties informed throughout our activities.

By considering broad social and environmental issues in our daily decision-making we are more likely to achieve our goals. Delivering through this approach ensures we bring benefits to customers, employees, communities and the environment.

Waterhead Moor to Devol Moor Substations 132kV Overhead Line - Consultation

In line with its statutory obligations to provide connections to the grid for new generation developments in its network area, SP Transmission Ltd (SPT) proposes to construct a 132kV overhead transmission line between the proposed Waterhead Moor substation and the existing Devol Moor substation in order to connect the proposed Waterhead Moor windfarm.

Following a review of the consultation responses, a proposed route for the overhead line will be confirmed and a full Environmental Impact Assessment (EIA) will be undertaken. The line will be subject to a Section 37 consent and deemed planning consent from the Scottish Ministers and the Environmental Impact Statement (EIS) will accompany the application for consent.

Ewe Hill and Newfield Renewables Connection

SP Transmission Ltd (SPT) has a licence obligation to provide renewable energy developments with a connection to the electricity network and in line with this is proposing to construct new 132kV OHLs between the proposed Newfield and Ewe Hill wind farms and the existing Gretna substation in Dumfries and Galloway.

Applications for consent for the overhead lines have been submitted to the Scottish Ministers under section 37 of the Electricity Act 1989 (as amended) and is accompanied by the Environmental Statement attached below. A statutory consultation is underway and contact details, should you wish to comment on the proposals, can be found in the Non Technical summary attached below. Black Law Windfarm Extension Grid Connection – Routeing Consultation Report

SP Energy Networks, through its subsidiary SP Transmission Ltd (SPT), proposes to construct a new 132kV overhead line, predominantly in South Lanarkshire. The proposed development is needed to allow a connection to the electricity network for the recently consented Black Law Windfarm Extension.

Consultation on Connecting Mid Wales Windfarms to the National Electricity Network

ScottishPower Energy Networks will shortly start the process of consulting local communities about proposals to connect a number of new windfarm projects in Mid Wales to the electricity grid.

The project is being considered in parallel with proposals from National Grid who will construct a new substation and a new transmission connection to the existing national electricity grid. The final location of the proposed National Grid substation – which is also subject to consultation – will determine the broad outline of the routes required for ScottishPower’s connections.

The company will therefore consult on two different proposals, taking into account the two potential locations of National Grid’s substation. Each of the proposals will involve the construction of three 132kV overhead power lines. The proposed overhead lines are designed to connect approximately 700MW of renewable electricity from at least 10 windfarms in the TAN 8 development area to National Grid’s transmission network. 

Details of public information days will be published next week (10th March).  At this stage SP Energy Networks does not have pre-determined preferred routes, and the company will be considering broad corridors areas. The consultation process and input from local communities will help to establish a preferred route, which will then be subject to further consultation.

A dedicated bilingual website to keep residents and local stakeholders informed of the proposals will be available from March 10th.

ScottishPower Energy Networks Project Manager, Steven Edwards, said: “There are currently proposals for 700MW of new renewable energy generation from at least 10 windfarms in Mid Wales. This is a significant level of new electricity generation, and requires new infrastructure for it to connect to the main grid. As the local electricity distribution company we have an obligation to carry out the work required to connect these projects.

“Rather than connecting each windfarm with an individual power line, we believe that the construction of three new lines in total will support all of the developments in the area and help to minimise overall impacts.  

“It is also important our consultation process is run in tandem with National Grid, as the options available through each consultation can only be fully appreciated in the context of the overall scheme to connect the new windfarms. We are committed to public engagement and are keen to understand the views of local communities who can help to influence the project design at the outset and continue to do so as the project evolves.

"We will be working closely with National Grid throughout this process, and we hope to hear from as many people as possible during the consultation period."


132kV Overhead Line Replacement between Erskine and Devol Moor Substations - Consultation

SP Transmission Ltd (SPT) is proposing to upgrade and replace the existing 132kV overhead line between Erskine and Devol Moor Substations. It is proposed to upgrade the existing single circuit 132kV overhead line with a double circuit 132kV overhead line in order to provide security of supply to the existing developed areas of Greenock, Erskine and Paisley.

Following the intitial consultation in October 2007 SPT have reviewed all the consultation responses for the original prefered route and have decided to go back to consultation on the revised route for the overhead line.

Update 2: New 132kV Overhead Line Connection from Llandinam Wind Farm to Welshpool Substation

Supplementary Environmental Information (SEI) was published in December 2010 which provides further information to the Environmental Statement submitted in December 2009. This SEI report included reference to two proposed minor changes to the corridor route at Forden and Bryn Picca. Scottish Power Energy Networks is also now advertising the proposed changes as a variation to the application submitted to the Department of Energy and Climate Change under Section 37 of the Electricity Act 1989. The proposed minor changes are shown on the attached plans.

The enclosed notice (linked below) which is advertised in the County Times on 8th and 15th July editions, explains where comments should be sent to and by when.


Updated: New 132kV Overhead Line Connection from Llandinam Wind Farm to Welshpool Substation

The closing date for comments to the Section 37 application closed in Mid February and including some additional late comments, in all around 60 letters were sent to SPEN, Powys Council and the Department of Energy and Climate Change (DECC). SPEN has now reviewed the comments and prepared a consultation feedback report. Copies have been sent out to the key community and local groups which made comments on behalf of local people and additional copies are available from SPEN’s Prenton offices – Environmental Planning, 3 Prenton Way, Merseyside, CH43 3ET, or by e-mailing llandinam@scottishpower.com.

The feedback provides a response to most of the issues raised and identifies a few key issues which SPEN need to consider further. The key issues include the concern that the scheme is being progressed ahead of other schemes which are part of a coordinated approach for what is known as the ‘Mid Wales Grid Connection Schemes’. The report mentions that SPEN is looking to discuss the key issues with both the wind farm  developer as well as Powys Council and Countryside Council for Wales.


New 132kV Overhead Line Connection from Llandinam Wind Farm to Welshpool Substation

A Section 37 application is being made

(a) For consent under Section 37 of the Electricity Act 1989 to install and keep installed an electric line above ground;
(b) For a direction under Section 90(2) of the Town and Country Planning Act 1990 that planning permission for the proposed development be deemed to be granted;

The proposed development is for the placing of a 132kV single circuit wood pole overhead line, originating at a point within the new Llandinam Wind Farm Substation which is being built as part of the proposed upgrade to the existing Llandinam Wind Farm. The proposed 132kV overhead line will generally run eastwards for approximately 35 km through the Mochdre, Kerry, Llandyssil, Montgomery, Forden, Trewern and Welshpool Community Council areas, terminating at the existing Welshpool Substation. The overhead line routes will be erected along the routes shown on the application plans (drawing nos. SP4068602) or within 50m either side thereof. Details of the pole supports are illustrated in the Environmental Statement. 

Particulars of any representations or objections, which have been made to the applicant in pre-application consultations include the following

  • The landscape and visual effects of the new line, including on public rights of way
  • Consider landscape impact of construction vehicles and those required during routine maintenance
  • Need to avoid impacts on birds and pollution from vehicle leaks during construction and maintenance
  • Visual impact on setting of archaeological sites
  • Need reference to a construction method statement
Supplementary Environmental Information

Further to the application submitted in December 2009, following amendments to the route corridor and in providing additional information in response to comments made to the application as submitted in 2009, a Supplementary Environmental Information report has been prepared. This is being published on 10 December 2010. A copy of the report is included below. Comments on the information provided are invited up to 11th February 2011.

11kV Overhead Line Rebuild from Cronberry to Boghead

A Section 37 application is being made:

(a) For consent under Section 37 of the Electricity Act 1989 to install and keep installed an electric line above ground;
(b) For a direction under Section 57(2) of the Town and Country Planning Act 1997 that planning permission for the proposed development be deemed to be granted;

The proposed development is for the rebuild of an existing 11kV single circuit wood pole overhead line, originating at Cronberry Primary Substation and running approximately 7.5km to a point near Common Farm. The proposed 11kV overhead line will be built on the route of the original line and is required to provide a secure backfeed for the electricity network in order to meet the company’s statutory duties in providing reliable electricity supplies. Details of the route of the overhead line and associated pole supports are illustrated in the non-technical summary and Environmental Statement below.

Andershaw Windfarm to Coalburn Substation 132kV Transmission Line

In South Lanarkshire a planning application is being progressed for Andershaw windfarm, approximately 4km south of Douglas. The windfarm is to be connected to the electricity network via the Coalburn substation. SP Transmission has identified that the connection is best achieved through the development of a new single circuit 132kV overhead line utilising wood pole structures. Consultation on the overhead line route was carried out in 2008 and SP Transmission is now looking to submit an application to the Scottish Ministers for consent to construct the line. An Environmental Statement will accompany the application. This document can be viewed below.

Harelaw Windfarm Grid Connection

SP Transmission Ltd (SPT) has a licence obligation to provide renewable energy developments within its network area with a connection to the electricity network. SP Energy Networks (on behalf of SPT) is currently seeking public opinion on proposals for a new 132kV heavy duty wood pole line between the proposed Harelaw Windfarm substation (4km south of Neilston) and a point with an existing overhead line to the south-east of the village of Neilston.

A Routeing Document has been produced in order to draw comment from statutory consultees, stakeholders and the general public. A copy of the document can be downloaded here. Following a review of the consultation responses, a route for the overhead line will be confirmed and a full Environmental Impact Assessment (EIA) will be undertaken. The overhead line will be subject to a separate Section 37 consent and deemed planning consent from the Scottish Ministers.The Environmental Impact Statement (EIS) will accompany the application for consent.

All comments should be received by 23rd March 2009.

SP Energy Networks, on behalf of SP Manweb has completed a public consultation exercise on proposals for a new 132kV overhead wood pole line between Legacy Substation, Wrexham and Oswestry Substation. The new overhead line will secure power supplies to homes and businesses in Wales and Shropshire.

Earlshaugh Windfarm Grid Connection - Consultation

SP Energy Networks, through its subsidiary SP Transmission Ltd (SPT) proposes to construct a new 132kV overhead line in the Scottish Borders, and Dumfries and Galloway. The proposed development is needed to allow a connection to the electricity network for the proposed windfarm at Earlshaugh.

Proposed 400/132kV Substation to be located at Bearholm, approximately 3.5km south of Moffat

SP Transmission Ltd (SPT), is proposing to build a new grid supply substation near Moffat, in Dumfries and Galloway. The substation is needed to facilitate a connection to the existing electricity grid network for the proposed windfarm at nearby Harestanes (Forest of Ae). As well as the new substation, the project will require a short deviation of the existing cross border overhead line, the installation of 16km of underground cable linking the windfarm to the substation and a compensatory flood storage area. The compensatory storage area is located to the north of the substation adjacent to the Evan Water.

Applications for consent of the development have been submitted to the Scottish Ministers under section 37 of the Electricity Act 1989 (as amended) for the proposed overhead line deviation, and to Dumfries and Galloway Council under the Town and Country Planning (Scotland) Act 1997 for the proposed substation. Both applications were accompanied by the ES attached below. Following statutory consultation, as part of the planning process, further detailed work was required to address flood risk issues for the proposed substation, surrounding land and property. Attached, along with the ES is an Addendum that was prepared and will be submitted as an amendment to the planning application for the substation.
